AJ Detwiler

Lot 410 — Years owned: 2

Why he's running: Last year, I was honored to be voted onto the board by the Redhill membership. I ran for the board primarily because we need forest management and fire mitigation. As a member of the RSSC committee (formerly "Administrative Affairs”), I plan to continue being part of the team that prioritizes our forest health and communication between management and membership. Redhill Forest has major upcoming projects regarding our water system, fire mitigation, and roads, and the board will need to prioritize projects against each other while keeping our budget in mind. As a board member, I have no issue asking the hard questions while working collaboratively with fellow board members.

Most important issues facing our community:

  1. An inevitable dues increase — what's the best way to achieve it and what's a reasonable amount? 2) Fire mitigation — gaining traction in common areas while spreading awareness for gains on private lots. 3) The 3.3-mile perma-zyme road project — does it pass or fail the "test," and how long should testing continue before committing significant funds? 4) Whether "smart meters" make sense community-wide, or whether funds are better spent on main-line maintenance.

 

Relevant experience:

  • Governance & Legal: A year on the BOM and the RSSC committee has taught him the community's governing documents and compliance requirements; believes "doing nothing" is not an option for a board member.

  • Financial Oversight: Believes dues increases should be justified by inflation, not by experiments or individual member desires; water and roads projects need to be weighed against each other with membership needs in mind.

  • Strategic & Organizational: Prioritizes fire mitigation in common areas and broader committee participation — currently a small, overlapping group holds most committee seats.

  • Communications & Member Relations: Sees an emergency wildfire/structure-fire notification system as the most important communication effort facing the community today.

  • Infrastructure & Operations: Believes major projects should be evaluated on membership need as a whole; forest health and the water system remain top priorities.

Susan Esmond

31 Redhill Rd (home) — Years owned: since 11/2020

Why she's running: I care deeply about RHF as a whole and about our home, an investment in our future and our children's future. I grew up in neighboring Clear Creek County, and most of my family still lives there. Watching my mom run her business, raise a family, and volunteer instilled in me a deep sense of civic duty and a desire to give back to my community.

Most important issues facing our community: Wildfire mitigation on individual lots and common spaces; road maintenance; trust and communication between the Board and members; meeting attendance and member participation; transparency and communication from the Board and the management company, KC & Associates.

Relevant experience:

  • Governance & Legal: Worked for Park and Summit County governments as a certified elections official and deputy clerk of elections; familiar with the Colorado Open Meetings Law and Colorado Open Records Act.

  • Financial Oversight: Executive board member for her HS alumni association, instrumental in gaining 501(c)(3) status and overseeing stable budget management.

  • Strategic & Organizational: Collaborated on a successful reunion fundraiser and event with alumni and local businesses.

  • Communications & Member Relations: 20+ years as a Physician Assistant across rural and urban Colorado; trained in de-escalation and conflict resolution, handling sensitive conversations with the public.

  • Infrastructure & Operations: County government work (2022–2026) facilitating contract execution and IGAs; follows regional infrastructure collaboration.

Barbara Hancin

Why she's running: I am seeking a seat on the RHF Board again because I care deeply about this community. I believe a board member's most important responsibilities are to provide strong leadership, exercise careful stewardship of community resources, and ensure good representation of Members. The Board must ask thoughtful questions, consider diverse and representative perspectives, set priorities, plan and assess, gather technical and other information to make sound decisions, and follow through. My experience in organizational leadership, planning, and collaborative decision-making has prepared me to contribute in these ways.

Most important issues facing our community: Our declining forest and growing wildfire risk demand urgent attention. Our aging water system and unpaved roads also require long-term planning and investment — these are interconnected responsibilities that affect safety, property values, finances, and quality of life. We also need to rebuild trust and connection, because we can meet difficult challenges more effectively when neighbors feel informed, respected, and invested in our shared future.

Relevant experience:

  • Governance & Legal: Completed the CO Secretary of State's Non-profit Board Member e-course (fiduciary duties, governance best practices, Form 990 & financial ratios, regulatory compliance).

  • Financial Oversight: 20 years of non-profit administration, including planning and managing $1.6M budgets and successful federal grant writing.

  • Strategic & Organizational: 20+ years of strategic planning and vendor/contract management experience.

  • Communications & Member Relations: 20+ years of meeting facilitation, including trained moderation of town halls on bridge-building across political differences.

  • Infrastructure & Operations: No direct experience beyond 5 years engaged with RHF matters; relies on technical experts and multiple perspectives to inform decisions.

  • Governance & Legal: As a financial Executive I work with USDA, FHA, VA, FNMA, and FHLMC, Cities of Denver/Houston

  • Financial Oversight: As a financial executive, I was responsible for over $100M in income and balancing expenses.

  • Strategic & Organizational: Strategic Financial Executive responsible for hiring, training, and succession plans, including my own,

  • Communications & Member Relations: My educational background was in Business and Journalism. I wrote annual reports, media releases, and commercials. I was the Division liaison for a Fortune 500 company.

  • Infrastructure & Operations: Communication, research, and working with non-profit and for-profit organizations.

Why he's running: Working in residential construction in Fairplay, I work daily with local realtors, builders, and homeowners. For over 10 years, I have participated in and listened to many conversations about the challenges of building in RHF. The ACC was designed to be built around five separate homeowners; I'm asking for membership support to become one of those five.

Relevant experience: Professional tile installer with over 10 years of residential construction experience in Park County — including framing, roofing, siding, windows/doors, flooring, cabinets, and vanities. Has participated in design-to-build projects, including pulling permits in multiple surrounding counties.

Familiarity & priorities: Firsthand experience with ACC issues (covenants, lot improvements, water policies). Aims to be a prompt communicator, recognizing that communication is a major concern for many builders and homeowners in rural mountain communities.

Availability & prior service: Previously elected to and served on the Board of Managers for the past year, and served on the RSSC committee (formerly Administrative Affairs), focusing on fire mitigation and communication with membership.

Teresa Larsen

Why she's running: I believe in upholding standards and following the Redhill Covenants. I have a background in construction (industrial and residential) and understand the importance of adherence.

Relevant experience: My father had a construction business doing remodels and I worked with him for a few years. I also worked with our contractor and architect to design and oversee our own home here in RF. Worked with industrial construction and engineering firms around Denver as a Project Accountant and/or Office Manager for TIC, Kilborn Engineering, Pearl Development, and others.

Familiarity & priorities: Familiar with and has read the ACC and water policies. Detail-oriented and understands construction terms.

Availability & prior service: Yes — full-time resident. Has not previously served on the ACC, the Board, or another RHF committee.

Roger Smith

2051 Redhill Road

Why he's running: In 2022, I went through the ACC approval and Park County code review process while building our home in Redhill Forest, so I understand firsthand what homeowners face. I want to help other RHF owners navigate that process as smoothly as possible, with clear, timely communication throughout. I grew up as the son of a carpenter, have worked construction job sites since I was 12, and have spent my entire career in the building industry.

Relevant experience: B.S. in Architectural Engineering from the University of Colorado; passed the 8-hour Fundamentals of Engineering exam. 26 years as General Manager and Owner/Partner of a commercial general contracting firm with $150M–$200M in annual revenue and 120–150 employees. ICC Certified General Contractor since 2009, with licenses in Denver and in dozens of Colorado jurisdictions. LEED Accredited Professional and Lean Construction Certified.

Familiarity & priorities: Believes the most pressing ACC issues are ensuring timely, consistent reviews; clear communication with applicants from submission through approval; and fair application of guidelines. Would focus on faster, more transparent ACC turnaround and open communication among the ACC, the Board, and homeowners.

Availability & prior service: Currently serves on the RHF Board of Managers as Vice President, where he helped review the ACC policy — already accustomed to the time commitment required by community service.
